For engine and any other manuals try avialogs.com.
Tachometers are usually specified by the airframe manufacturer; drawings of the tach itself would be by the instrument manufacturer.

jriend: In addition to our AEHS resources, another good Liberty reference is a September 1918 RAF booklet found at Avialogs which contains some good engineering drawings of good resolution.
